Yep. MLB punished the Astros and tried to sweep everything else under the rug. We've heard rumblings of the Dodgers, Yanks, Sox, Royals, etc of doing the exact same stuff. Teams were so appalled at the Astros that both Hinch and Cora were hired swiftly after their suspensions. Everyone did it, just not as blatantly and stupidly as Astros.
