An American player who has access to an EU passport, can play as a European player in Europe...which means different things depending on the league but in all leagues, makes it much easier for teams to sign you. Note that an EU passport is relevant for the UK after Brexit.
If you don't have an EU passport, then the implications are different depending on the country/league. Some leagues allow a certain number of non-EU players without any sort of application process. Others have to go through a rigorous immigration process where they have to meet certain thresholds set by the government, etc. No non-EU players can transfer to an EU club before the age of 18.
Long story short, if you have an EU passport it is much easier to play in Europe than if you don't. If you don't, you can still do it but how easy it is depends on how good you are, what the league's roster policy is, and immigration law of the country the league resides in.
