As stated, the police won't prosecute the perpetrator because the letter doesn't meet the criteria of a threat, hate crime, or civil rights violation. Those collective determinations should have been more than sufficient to keep Mrs. Sumlin from broadcasting the letter to the world via FB and immediately smearing the university and everyone connected with it. Doing so during a lapse in judgement, in a fit of pique, or as the result of a more sinister motive constitutes a colossal mistake with lasting, far-reaching consequences. Her action further plumbs unfathomable depths since nothing has emerged to indicate that she had proof prior to the posting that someone associated with A&M was the sender. It's an equally disappointing and disturbing situation.
