First of all, why are we limited to a 2-D plane mid-plate? Use the full plate, or at least 2 checks, front and mid.
The 19" width is 100% a-ok. If you want to shrink the top/bottom a little, whatever, but I think it's fine as is. The issue is the top of the actual strike zone has rarely been called in MLB or college so there's a perception problem that a high strike isn't a strike. The NCAA language is from the hollow below the knees to the mid-point between the top of the pants and the shoulder. That's way up there. Well above what has traditionally been called.
