The whole thing was strange. There was zero play at first so why even throw it?
If you don't attempt the throw to first, harder to get the interference call.


Which means he did mean to hit him or force the interference call which seems counter to the purpose of the rule but that's a whole different discussion

Same reason why a catcher will try to make a throw to second to catch someone stealing when the batter is leaning over the plate. Even if you don't have a chance of getting the out, you might draw the batter's interfering.

We play with the rules we have, not what we wish the rules were.
