On that last camera angle, the ref should have seen the ball being kicked out of the keeper's hands.
I know these guys are under immense pressure. And I know their instructions are to lay off cards because of accumulation. But if you want refs to call games that way you cannot use guys whose normal tools are cards to maintain discipline. And that's Ramos. He just doesn't have the personality or gravitas to control play without cards. Take them away and he just can't do it.

Yeah. Either he straight up missed the call, or he made the conscious decision to not award a penalty in these circumstances.
