It's more of a matter of venue than jurisdiction at the discretion of the USA's offices.

If you remember Manafort's indictments in both DC and the EDVA, even the judge in EDVA commented upon the massive infusion of extra cash in that USA's office, just to prosecute him on charges they had declined to bring charges several years before.

Yeah, I get the difference between venue and jurisdiction, but I understood that venue would be proper in a federal criminal trial in any jurisdiction where the crime occurred. If Comey was being charged with anything other than perjury, I could see arguments that he continued the crime at his house while he was working from home, making argument that EDVA was proper venue reasonable. If he committed perjury from his couch via video, hard to argue that EDVA is not proper venue. If he committed perjury in the capitol building only, tough to argue venue outside of DC DCT. If that's wrong, where am I wrong (not challenging, asking for edification)?

On another note, jurisdiction for where patent lawsuits could be filed used to be anywhere district where the infringement occurred, which lead to TXED to be the most important patent litigation venue in the US. After TC Heartland from SCOTUS, venue has to be where the infringer has an established place of business, making TXED harder to establish venue in.

Which is why Waco is such an important patent venue now, because TXWD includes both Waco and Austin.
