There are a number of factors to consider before the FBI declares terrorism. They're not just gonna come right out and say it unequivocally when they first roll up and get out of the car.
But she came out and said it wasn't a terrorist attack before the sun even rose.

No determined attack can be completely thwarted but in many cases vehicle attacks at least on celebration crowds could be stopped by parking vehicles large enough to block entrance to streets, forming a several block area where any vehicle entry bigger than a bike is impossible. Typical temporary barricades are not good enough as they're subject to being rammed and busted through by a determined attacker. No one's driving through an 18-wheeler parked across the street. The vehicle is a rental. It previously crossed the border in November. But after looking into it, it was a different driver than the POS terrorist.
