They said the vehicle crossed the border as well. It could have been rented in Pasadena, driven to Mexico, and driven back from Mexico.

That's the corner of Bourbon and St Peter. 4-5 blocks away.

Very small crowd in the video, would have been thousands more people at midnight. This could have been much worse.

I agree but it makes you wonder if there is significant terror support on the Mexican side and nothing happens there without the cartels knowing about it. I recall at one time that there were major terror training facilities in

If I'm not mistaken Trump has already threatened military action against the cartels. Those guys will be silent, and not disturb the peace outside of normal operations. I can nearly guarantee that no American bodies will be hanging from highways for the next 4 years.
