I am wondering if they were thinking that they would get those batteries to ignite and cause more damage. How hot do those batteries burn? Assuming they also have to have special equipment to put them out. I am assuming the blanket they pulled off of the truck in Vegas is an example. Kinda.. but Adam Smith outlines what a govt should actually do and one of those is to protect citizenry from threats foreign and domestic. He outlines 3 total uses of govt and that is one of them.

There are dozens of different, inexpensive ways to temporarily secure the street and sidewalks to vehicular traffic without causing a pedestrian backup.

Doubtful. Even if he did, the fireworks probably wouldn't have enough energy to detonate the ANFO.

Also, what is shown in the photo only blocks the road. Since the barrier was down, they had a squad car there to block the road. Terrorist drive around on the sidewalk, so that barrier would not have mattered.
