I'm going to assume this is some security/nest type video and they are using a phone to video the playback, and zoom in on relevant portions

Are you kidding? It is clearly a monitor with security footage that somebody took a video of using a phone and followed the perp on the screen. the original video isn't tracking the pickup.

Look at the top of the video you can see the edge of the screen, it's someone with a phone zooming in/out. You can also see the lights of the room at the very top of the frame.
