DCTF has a network of correspondents who send out questionnaires to high school coaches in the spring and then they compile the names and comments on a district by district basis. Usually, the local newspaper is involved as well. It is hard to compete with a network that has been in place for over 50 years, but with all the recruiting gurus around, no one would be starting from scratch. And if you compare the high school section with those in the past, DCTF is just going through the motions these days.
My suggestion would be to start out slowly, maybe with just the high schools in the Dallas and Houston areas the first year, then expanding into more cities every year after that, with a goal of having every high school covered in seven or eight years. Once the network is set, updating every year would be relatively painless.
Making it non premium would also be key. Then charge the premium sites to advertise on it.
Again, the lifeblood of DCTF is their one of a kind high school section. Destroy that exclusivity, and they have nothing left that distinguishes them from any other publication. Game over.
