He's essentially no longer enforcing Class C misdemeanors, which has been a trend among the "bail reform" judges and DAs. A not comprehensive list includes:

Most speeding/traffic violations
Petty theft or shoplifting of items worth less than $50
Passing bad checks worth less than $20
Simple assault
Disorderly conduct
DWI committed by an underage driver

He's also telling all the citizens who either scheduled a court date to challenge their citations, or who simply paid the fine, that they're suckers and chumps, because he's letting all the scofflaws and ne'er-do-wells who couldn't be bothered get away with it.

And based on my experience with a JP's office, the only reason those citations go to warrant is because the violator didn't bother to show up.

Here's how things worked, in my experience (with a different JP court)
1. LEO issues citation for violation
2. Offender a) pays fine, or b) notifies court that they want to contest it
-OR-
c) Offender can't be bothered to contact the court

In the case of 2. (b) or (c), the officer/deputy will be required to fill out a Complaint (legal term for an misdemeanor charge) and the court will schedule a hearing date and notify the officer and the offender.

If the offender shows up for court at the appointed date/time, the court does its thing.

It's only if the offender fails to show that it goes to warrant.

So what the Judge is doing is rewarding people for not showing up to court.

Some quick sleuthing on the HC clerk's website shows these three slapdicks are Texan-born.

- Brian Garcia Chavez, 18 - No prior record
- Raymond Perez, 35 - Previous offenses of Theft, Possession of a controlled substance, several aggrevated robberies, fraudulent ID, burglary of a habitation, and out of bond for evading arrest in a vehicle and felon in possession of a firearm. He's racked up three new charges with another weapons violation, deadly agg assault and the cherry on top, shooting a cop.
- Michael Perez, 38 - Previous offenses of agg robbery w/ dead weapon, numerous drug charges, family assault, possion w/ intent to deliver, and out on bond for burglary of a vehicle and felony drug charge. Now he's added the home invasion to his record.

Assumption is Michael and Raymond are brothers but weird they are destroying the life of a barely adult. Oh well, they are all trash now if they weren't previously. Unless the ages on the clerk's website are incorrect, these numbers dont jive. Further assumption is the 18 year old is the one who fled and hid in the Taco C cooler where he worked.
Quote:

Investigators described the two suspects detained at the home as Hispanic men between 20 and 25 years old. The third suspect was arrested just before 4 p.m. Police are looking into whether they are linked to other home invasions in the area.

I almost forgot capias pro fine warrants. For a person who has been found guilty and assessed a fine, but failed to pay the fine.

Which, I'm sure, the leftists will cry something about "criminalizing poverty" or some such. When mostly it's just turds who don't feel like paying.

Two problems with that.

1. There is not always a federal crime involved. In fact, most of the time there is not a federal crime involved.
2. The Feds are VERY picky about what cases they take to prosecute. The case load of a federal prosecutor is 1/10 that of a state prosecutor, or actually less than that.

Police have identified and charged one of two men accused of robbing an 80-year-old woman of $19,000 in cash at a convenience store in Houston's Midtown area.

The Houston Police Department said 31-year-old Kevan Hall was out on bond for unlawful carrying of a firearm and deadly conduct when he and one other man snatched the envelope of cash the victim was carrying back in July. He is now also charged with robbery. This happened at a store on Fannin Street near Gray Street on July 12.

At the risk of being accused of blaming the victim, what's up with an 80-year old woman carrying $19,000 in CASH?

Sadly, you're probably right.

After I posted I also thought it might be for bail for her nephew or grandson, Dindu, but then I remembered nobody has to put up cash for bail anymore.

didn't see that. Seems like that's happening more often with these "jugging" cases.

don't these tellers make decent enough money to not risk getting charged with these crap and never working near a bank again? I guess people don't think that far ahead.

I would think the bankers are banking on the fact that these crimes will stall out with the police and the incident wouldn't get back to the management team at the bank. It is just another robbery.
