To a degree, but one has to consider that what we are seeing are essentially a lot of middle-class Europeans enjoying our country. While it's a novelty to us, the World Cup is bigger than the Olympics to much of the world. Soccer is a sport they all play, they all get invested in, and the national teams are sources of immense pride, so folks save up for this trip to support their team.
Imagine if the Super Bowl only happened every four years, and your team isn't just a regional team but represents your nation. That's what the World Cup is to the rest of the world. Heck, a number of Scots came over without tickets to a game, just to watch in one of the Fan Zones and cheer on their team after waiting 28 years for another World Cup appearance. They aren't expecting to win the cup, but will be elated if they make it out of the group stage.
