Yes, it is very different. The Rs won. The argument that you can't shut the government down for fear of losing the presidential election is moot. Pass what you want and shut it down if Dems refuse to comply.

I'd put the disaster relief and farm subsidies in a separate bill and force a vote on it too.

Exactly...they really need to implement single subject bills. The argument that it will waste time and take too long...should be a feature and not a bug. It ensures the highest priority SINGLE issues are dealt with first and push all secondary items back.
