It's actually 2 different meanings for the same word. Maybe this will help you.

Defend
verb
resist an attack made on (someone or something); protect from harm or danger. (This is what you did for the USA)

speak or write in favor of (an action or person); attempt to justify (this is what you do you everyday for Ukraine, I just wanted to know why)

conduct the case for (the party being accused or sued) in a lawsuit.

Now apply that scrutiny to your defense of Russia. Keyboard defense, obviously

I would guess that was a scout element last month (or 'Recon group raid' as the Russians term it).
