I think these two were important to the story arc. Yes, neither really changed anything but they certainly added to the story. Nate's helped make him more sympathetic and showed him that he could be loved unconditionally without the pressure he put on himself. The Keeley-Jack storyline was a complete waste of time and unentertaining. In fact it detracted from the only entertaining aspects of the PR firm, which were the interactions with Juicy the CFO as well as the dorky office drone.
As to your pointless point about how that plotline didn't change anything, you're missing the opportunity cost. There are limited episodes and limited minutes in each episode. They wasted far too many on an unentertaining plotline which necessarily means you have to give short shrift to critical things like the team and Nate's story arc, which was rushed and hamhanded by this show's standard.
Could you get rid of the three drunks at the pub? Sure, but they provided comedic value and a window into the connection between team and community.
The reason the nature of the relationship is relevant is because it's pretty easy to conclude that they shoehorned it in for the primary purpose of featuring another alternative lifestyle on the show. They made the story secondary to the SJW goal with that decision, and that hurt the show.

If it had been a male boss with that lame of a plot, it would have been the same waste of time but people would have had to conclude it was just a creative whiff by the show's writers and runners.

She has a helluva forehead as well. Not my cup of tea.
I loved Keeley's character and don't have any problems with her storyline. She represented what Ted wanted to be: honest and transparent. Everyone went to Keeley for advice or opinion bc she set everyone straight with a touch of humanity.
The downside is that she didn't take her own advice and really was a mess. Her self doubt and vulnerability led her to Jack and I believe that's what they were trying to show. They partnered her with Jack to show that she really saw everybody in the same way and didn't care about anything else but the individual. Jack excelled where Jamie and Roy had failed; her ability to take care of Keeley. She's a really great character. As stated earlier, the arc of all the characters except for Rupert were really enjoyable. They're transformation mirrored that of the club and it was heartwarming. Such a good show.
