Edmonton has always been considered one of the best, in terms of ice.
Look at ice cubes. If you boil water to make ice in your freezer, the ice will be more clear than if you just use room temperature water. You get rid of impurities.
The Stars put up curtains on the entrances to keep the temperature in the arena colder to keep a colder surface temperature. Ice melts quicker outside in Texas than it does inside... and so room temperature impacts the softness of ice.
Compactness... because AAC is a multi-use facility, they have to change for basketball and then back to an ice rink. Edmonton only uses it for hockey, so the ice gets compacted by use over and over.
Humidity is another issue. Think about the condensation on the outside of a glass.
Edmonton is relaltively cold, especially in Winter, it is a hockey only facility, and the humidity is usually pretty low, it allows them to be more consistent with having great ide.
It means the puck scoots along the ice better and doesn't bounce as much. Pucks are vulcanized rubber. It impacts passes and how the puck may bounce with a "saucer pass" where the player elevates the puck slightly.
In the '90s and early '00s, Dallas was considered to have very poor ice. They done quit a bit to improve the ice, but I think adding teams in Tampa, Florida have helped it not be the worst.

I went to a Stars game in 2001 because I got free tickets. Got a date with a hottie radiology tech and was rocking the first fitted Aggie cap (like $40) that I had ever found in my size (7-7/8). Good times were sure to be had! I tried my best to figure out what was going on with my very enthusiastic date attempting to explain it all, and then Brett Hull scored his 3rd goal of the game. Suddenly everybody is taking their caps off and throwing them towards the ice. My date actually reached up to "help" me take mine off and so I grabbed it back and tucked it safely away. Conversation more or less ceased to exist and between my date's sudden mute status & the stink eye coming from everyone else, I found myself to be a lonely man.
