If they corrected a grave injustice like that on their own accord then they get a blue star from me for actually having integrity and correcting an error. It's the opposite of corrupt to me.
Maybe they're trying to overhaul their image by doing the right thing?

I agree. Forcing a team for play the remainder of the game with 10 players is quite an immediate punishment. They should have a way to appeal the further 1 game suspension for cases when the red card was a bad call.

The big difference is this being done mid-tournament. Announcing a waiver months in advance doesn't impact their opponent's' preparation at all.
Announcing this 2 days before a match isn't very sporting. We'd be absolutely livid if the shoe were on the other foot.
