My guess is they were playing defense and containing it, then when one or two burned out those freed up resources were able to be leveraged for an offensive approach.

Find me a large company without fines or violations of some sort. Good luck.

This isn't to say they shouldn't have to pay for their mistakes, but just keep in mind the bias this source has.

God forbid we set up rules to keep the air breathable and precautions that might prevent huge tanks of chemicals from catching on fire. I am not sure the message from this event is we need less regulations.

It's extremely easy to have a violation when the requirements set require nearly impossible operation capabilities.

That's not say that these folks have issues that could have easily been prevented; more saying to take "Environmental Excursions" with a grain of salt.

I've seen it happen. Minor process fluctuation released 0.0001% or PPM of a material, and BOOM, you have an environmental excursion. Pretty much impossible to keep from happening in their particular process. But thank God, that paperwork kept us all safe from the next one.

They all do. It really is a cost of doing business (safety issues aren't but environmental issues are). It all needs to be looked at in relative terms.

Yeah if you say this facility has a long history of environmental issues that's probably true, but it may not be as egregious as it sounds.

The most complaint facilities have a long list of environmental issues.

No, we need reasonable and achievable regulations.

Not ones that are so impossible to meet it merely becomes an annual tax on businesses that gov't wants.

Alot of the Regs are not "Doing 200 mph in a 35 zone" but "Doing 35.25 mph in a 35 zone AND you self reported."

(1) What was the cause of LOC that led to fire? Then was the LOC preventable by proper MIP etc.

(2) Why did the fire get away from them after initiation? Were they able to reach and operate any isolation valves etc.

The investigation into proximate and root causes is already underway I am sure.

Tons of factors come into play. Yes, they may have had contingency plans in place, but to implement that blindly with so many different viarables is a risky gamble.

I'd rather the stuff burn down than to risk human life. And if I'm in that situation, I'm not letting my crew rush in without a clear plan of attack.

From the aftermath pictures I've seen it looks like at least one tank has exposed product remaining in the tank. It seems like the air quality issues from that product's evaporation could pose another huge issue going forward. There's some good information in the megathread in r/houston about it.

Two things:

1) Industry is the most progressive it has ever been when it comes to self-reporting. There is almost no such thing as sweeping major EHS issues under the rug. That's a good thing, obviously.

2) I was told a first hand story about the contract fire SME from Lousiana that ITC hired. They gave him $1MM upfront to get him here, he shows up in the boardroom full of ITC Senior Management with a giant dip in. He then spits in his cup and says something along the lines of, "I know what kind of monster we're up against, and I'm here to put this MF out." Then proceeded to walk out the room to get to work.
