I'm hearing early Thursday am through early
Friday am. Meaning by the wake up time Friday it's gone. But it'll be a nice mess over the roads.
It's one thing if we were 20-25 degrees. But with it being 28-32 roads like 75 will be perfectly fine. Then you hit a side road and it's a nightmare. I typically see this being more problematic than just all out frozen tundra.

Here in the city of Dallas sprinkler systems have to have temp and rain sensors. If the bulb is wet or below 37 degree the system will not operate. Granted there is an override on most systems.
Sounds like your neighbor's issue and not yours. If code enforcement is driving around, which they do in our neighborhood, a citation is going to be waiting on their front door soon.
