CSPD's pat answer is that they don't make body cam footage available.

To me, that is unacceptable in this current climate. It gives the overall air that their personnel are unaccountable. I think that it is only a matter of time before some event like another George Floyd, etc. makes this the law of the land, and have it available.

I also think our elected officials are adding to the perception that we are just a bunch of good ole boy bubbas. I don't see that changing until they are either forced, or there is a compelling event.

Has someone from cspd or the city actually said they will not release body camera footage? Is this in writing somewhere? This seems like an even bigger news story in today's climate.

Yes. When all this broke, the city attorney told the local news media that their policy was to not release body cam footage. The local media (looking at you KBTX) said, "K thx, bye!"

Which falls right in line with KBTX's normal policy of tossing softballs to the local municipalities.

If I remember correctly, a current city councilman asked about getting the body cam video released and was basically told to back off.

Wow, I missed that. Surprised there wasn't more outcry or out of area news coverage.

Ok I am really late to this discussion but the last thing ANYONE should be doing when Police enter your home is be holding a gun! Wether he fired or not when a police raid is happening things are happening in seconds at a time. you kick open a bedroom door and someone points a gun at you, 99% of the time they're going to get shot. Play stupid game win stupid prizes!

Please don't play the defending your home card as the police announced several times who they were and why they are there.......

Not from the bodycam footage.

As I have mentioned several times throughout these discussions "announcing" is also what home invaders often do-

Quote:

My family was home invaded and robbed when I was 10 years old. The robbery started off with the door kick at 4am and the meth head invaders shouting "Police search warrant!" repeatedly as they poured in.

I know nothing about what really happened the night this young man was killed, nor do I claim to. I do however know that just because someone "announces" that they are LE, doesn't necessarily mean that they are legitimate LE and not just nefarious intruders.

Because of what happened to me and my and siblings as children, I sleep with a couple large caliber attitude adjusters within arms reach, and, can tell you 100% that whomever comes through my door uninvited will be engaged. The 4th amendment exists for a very good reason

I can't tell if this refers to the person who was killed or the police who killed him...

Went to CoCS's monthly seminar this week. Bruce Millman, analyst for CSPD, was giving the presentation.

  • Asked for no one to record or take photos of his slideshow for some reason. I never saw any top-secret info.
  • Mentioned Flock cameras and says they are only for bad guys and that we have nothing to worry about.
  • Used the term "thugs" to refer to suspects a half-dozen times
  • Said he would have to move if his residence was burglarized due to the trauma of revisiting the scene. Imagine if, rather than a burglary, the police kicked down the door and killed someone who wasn't even the target of the raid?
  • I nearly hurt my jaw/teeth trying to chew the rock-hard bread on the catered Panera sandwiches
What exactly is the point of a bodycam if the footage of critical incidents isn't released? Combined with all the other CoCS shenanigans, it's not a good look. A CSPD guy giving a public seminar for some good PR and asking no one to record looks odd.

I am still wondering what the status is of the lawsuit that the family of the young man that was killed was filing.

That ought to shed some light on things.

Wonder if it was filed in Brazos County?

Edit to add. I think this is it.
Hopkins v. City of College Station, et al., Civil Action No. 4:25-CV-00473, in the U.S. District
Court for the Southern District of Texas, Houston Division.
Hopkins, et al. v. City of College Station, Texas, et al. (Case #4:25-cv-00473) is a civil rights lawsuit filed on February 4, 2025, in the Southern District of Texas (Houston Division) before Judge Charles Eskridge. The suit alleges excessive force and unconstitutional, fatal actions by police during a 2023 raid.

I don't doubt what the ranger report said about the kid shooting first. But it comes down to if the kid was intentionally shooting at a cop or was he shooting at some home invading burglars- in his mind. The first doesn't make sense because he wasn't the dealer that they were looking for and it sounds like he wasn't even involved. So if he thought he was shooting at home invaders, why would he think that? Maybe from being awakened from a deep sleep at 6 am and only being given a few seconds to process the yelling and noise before his door got kicked in with bright lights being shined on him and a stun grenade being thrown in that further blinded him and overpowered his hearing? If that is the case then maybe the cops should have reconsidered that plan and a kid wouldn't be dead and a cop almost dead over some weed that wasn't even there.

I don't think you can file a Federal lawsuit in Brazos County. Houston is the closest Federal Court.

I'm still waiting to hear about real, personal accountability by folks that thought busting into a house in the night looking for someone they should/could have known wasn't even there. Completely inexcusable and I don't understand how it's gone on this long. I'm guessing the planner(s) are still enjoying a life of playing army.

Won't bring an innocent person back or undo stupid decisions by CSPD, but I hope the family wins some Oh *****-type money.

I am legitimately surprised that the case was able to get this far given how broad qualified immunity goes especially in the Fifth Circuit.

Having seen descriptions of what CSPD did in that home, what they knew before they decided to do it, and the city's refusal to put in reasonable changes to prevent their doing something so obviously boneheaded and dangerous again, I suspect this is going to be a big judgement.

Thank goodness, too. City leadership knew what these officers did was awful. They lied about it for over 8 months. And they were unwilling to make reasonable adjustments to try to prevent unnecessarily dangerous pre-dawn raids performed for made up reasons. They should be ashamed of themselves.

I am not happy that city taxpayers are going to have to pay out the nose because city leadership thought they would be able to lie their way out of fixing bad policy. But I am glad there are still avenues to instill responsibility when intransigent city leadership refuses to do right.

One would think an update on case would be executive session each CC meeting and a complete brief as an intro for any newly elected member. It's their fiduciary duty.

The city is one of the defendants in the lawsuit. If the council has not looked into the relevant information, it would because they have abdicated their responsibilities.

I believe so.

I like Tre, I think he's a good guy. I just think that he focuses on one or two issues, and I wish he'd expand that to all the issues facing our city.
