To anyone wondering about Ballisticweave -- it is OP. Even if you have joined the BoS, you can still join the RR so long as you haven't gone too far in the other quest lines. Join the RR, do a few of their quests then get the JACKPOT quest from PAM. Once you complete the first or second one, talk to Tinker Tom. He says something about the weave and then it is unlocked for you to use(get lvl 4 armorer to max it out). You can just mod your normal clothes after that point.
My military fatigues give an extra 110 armor on the body and another 110 on the head with an upgraded hat in addition to your normal armor, all of which can be worn under power armor. Pretty OP.

I'm officially enemies with BOS so no more quests from them. I did realize that rather than get annoyed every time a vertibird was buzzing around, I get to be the one who shoots it down!
