Timeout ended up not being "called" once the officials (inaccurately) changed their mind from the initial ruling. THEN the officials and the PA failed to announce that the clock would start on the whistle.BCSGrubber said:

I was ok with him out there if he was going to spike it. When he went to the gun, like you said, I knew we were confused.
It really wasn't that confusing though. The clock always runs after a review where the play clock was running.
