The first two years of Clinton, the deficit was over $200 billion (sounds like a rounding error now). Only after Republicans were elected to Congress in '94 and implemented reductions in the rate of growth (there were few, if any, actual "cuts"), did it start falling, eventually leading to a surplus. Clinton, as I said on another thread the other day, kept proposing budgets even after his reelection with $200 billion deficits. It had already been balanced and he kept finding ways to break the budget.
I mean, sure, SOME of this was grade A hypocrisy but most of it was because they knew Clinton was blowing smoke and would say anything to get reelected and stay relatively popular.
