It doesn't work like that. Proposing a Bill means it might go to a Committee but where it goes from there depends on the Chair. Then they can attach all kinds of amendments to it. Then it goes to the Floor (if Johnson lets it) and it gets further amended. Then if somehow it passes all you have to do is get Schumer and Biden on board to make it a law.

It's not like the media is going to cover any of it so it stays in the echo chamber. That's how the game is played when you lose the Presidency and Senate. This action by the States though can change that dynamic and opens up a new front that might actually work. Otherwise nothing has a chance of changing at all until Jan of 2025, maybe.
