I don't think a "war" declaration means much on the battlefield immediately. I think it's more likely something the Russians had to do to unshackle themselves from a military production standpoint. An official war declaration removes the red tape and probably allows the Russian government to force the private sector to produce the armaments they desperately need to equip the many new call-ups.
In short, I think it would be more a domestic move to unleash more Russian effort into the Ukrainian war.

They have kept all of their best equipment OUT of the war. Almost all their modern tanks (T-90s) have been at home in Russia along with their most advanced missle defense-attacking technology.

Yes, believe it or not Russia does have a constitution and there are laws that protect the private sector. For the most part they have been trying to protect their economy.
You think the US was making the same amount of armaments to fight in Vietnam as opposed to what we were making for World War II? I'm not saying Russia is suddenly going to turn into an arms producing juggernaut with a declaration of war, but the government having the power to force arms production is going to increase output.

So your argument is that Russia was willing to invade Ukraine with their worst equipment, lose over 100k soldiers (some of them elite), their flagship naval vessel, hundreds of their fighter jets, millions of rounds of artillery shells, and enforce a military draft on the poorer regions to get to this point?
A point where they would pull out the big stuff that they were holding back for this moment where they could finally declare war against the west and take over the world?
A world that opposes their rape and killing of a country that they invaded without reason?

I'm just confused about this statement.
Russias problem with their tanks is more tactical than it is capability. Simply bringing newer tanks to the battlefield won't change the calculation much unless they happen to change their typical tactics with it.
What, besides the tanks, can they bring to the table that might change the course of this war? Sounds like Hitler and his delusions about his special weapons

Russia has proven beyond any shadow of a d9ubt they are incapable of producing modern weapons effectively. Their miracle tanks and fighters that are supposed to be near peer with western units are non existent in the field, and what they're fielding is technologically so old, they've missed 2-3 generations of major development.
They have a ton of troops, but this is not the USSR, the commisars and the NKVD are not there executing every soldier that sneezes in a capitalist way.... conscripts don't work against major targets.
OTOH, Ukraine is fundamentally rewriting naval doctrine, and will likely attack and sink several more heavy cruiser units before the Russian figure out small boats are dangerous too..

Geroman usually holds off speculation till it is official, but you could be right. Again, I didnt say Putin was going to make this announcement, I just said it is being reported thay he might.
I dont have the answer to that. All I know is fact, not the reason behind it. It is fact Russia has kept their best equipment out of the war. Now as to why? Beats me. They are losing after all
They've actually lost about 30 t90s. They allegedly have about 600 hulls overall, but there seems to be some speculation that a good number of those are not operational. Estimates put operational one at around 200 from what I've seen.
The T90 is a giant piece of ****. Just like everything else of theirs.
