Also, they do not need to move the Topol-M anywhere in order to use it. The missile has enough range to hit anywhere they want, from where ever it is currently parked.

Any nuclear weapon usage, tactical or otherwise would mean total isolation for Russia. Even China would be forced to cut off relations with them.
