The Topol-M is a road mobile ICBM. They do not sit around and just collect dust. The Russians move them around on a regular basis in order to make it harder to target them.

Also, they do not need to move the Topol-M anywhere in order to use it. The missile has enough range to hit anywhere they want, from where ever it is currently parked.

Lastly, they would not be using a ICBM against Ukraine. They would use an aircraft delivered bomb or a nuclear armed cruise missile of which they have multiple different types.

Let's put some things in perspective

"Fat Man" was dropped on Nagasaki had a blast yield of 21 kT...the TOPOL-M carries a nuclear warhead that is 500 kT

I don't think I need to explain further why I am 100% certain there will be no nuclear weapons used

Which no one at all expected to remain limited. Once someone pops off a nuke, the end result will be a lot of keys being turned.

They move them so that they we have to continually adjust our targeting of them. It forces us to expend time to find them. Stationary targets would be easier to hit.

Ivan has ICBMs with 20 megatons warheads. Others carry three to five, 5 megaton warheads.
