The way they should think about is ---if you could present a petition to a Pharaoh, what are you asking him to do?
Boil all the complicated things about how, who has authority, etc, just boil it down to---WHAT are you asking for in particular. That he could then order?
If there isn't a particular, there is nothing to address because nothing defined.
