I had always assumed that this was basically a mental connection between the living Jedi and one who had passed on. Obviously they have a voice for storytelling purposes, but I always assumed that voice was in the characters' heads.
So unless their voices are only in their heads, I guess it was always true that they could interact with the physical world. I just didn't think about it that way before.

Ultimately, though, I'm thinking Palpatine is going to be responsible for creating Anakin and probably even Snoke. But if I had to bet, my gut says Rey has been created/influenced by nothing more than the Force, in order to balance out Palpatine's meddling. It's clean and simple and makes the most sense to me.
