I think the movie is about the First order trying to find the last jedi and destroy the Resistance. Hence it IS similar to Empire in that it was Vader searching for Luke/destroy the rebels and VIII will be Kylo/Snork searching for Luke/Rey and destroying the resistance. The real question is, in 30 years, how many Jedi did he successfully train before Kylo? If it is less than 5, then I guess it could make sense that Kylo figures out how to kill them all.
