Ok, looking at that replay, I might be wrong. The foot may have been on when the ball hit the glove.

Looked like he was touching the bag when he caught it, then pulled off, then put it back on after the runner had reached. That's an out.
Thought foot was on just long enough. Very close and could argue it from both perspectives.

He was on the bag. On that play, and the Homan/Birk is play, their momentum was carrying them away from the bag. Gives the illusion that they're off, but in both cases they were on the base.
