Does it matter? Most of their oil is going to India and China anyways, at prices already at or below the cap.

Why yes it does. German's ah pucker vacuum was so powerful that it stopped snowing in my backyard..

Russia sells to India. India resells to Germany and add $40 per barrel freight on that Indian price to deliver to Germany.. Somebody is going to go broke and it won't be Russia. Price Caps do the opposite of what they're intended to do. America's Best Ivy League thinking generated a Price Cap solution, let that sink in. If you're powerful enough to manipulate (WTI) you look really smart. Pretty sure the real smart will not be showing up. I'm really not sure who will experience more pain, Putin or the U.S.

Side Note: The contract offers to the U.S. Govt for delivering 3 million barrels of crude are due tomorrow (12/28) for February delivery to the SPR. Awarding to take place in January. I'd hazard to guess no one offers. Price needs to be approx. $70. LOL!
