I haven't been following it closely, but I think those are one and the same here. Buffett opted to convert his debt to stock and Oxy opted to dilute shares to pay him in stock. So share buybacks are basically the means of paying off the debt that everyone took on via share dilution.
Again, this is just me hazily remembering following the story on Twitter a year ago.
