They can have dry, home team, ticket and concessions, and be as helpful and accessible to anyone they hold close in Houston just as well in Tampa as Arlington. Obviously as far as the money issue, the Astros franchise isn't trying to ensure they make the most money off of this series.
The primary difference is the Rangers get to play at home in Arlington and in Tampa have to go on the road in some semblance of a fair and equitable schedule.
Now, you didn't say close to Astros fans but that's an OK reason. (I don't think too many evacuees are interested in finding a way to get to arlington for a game) If that's your goal, then you set a tone of trying to get (a) game(s) played in Houston at some point and you give that city a chance to come together and watch baseball in their home ballpark as a show that Houston is going to keep on keeping on.
