I think he was referring to the members with superiority complexes - that fewer of them go on to serve that others.
Regardless, as I said above - it's a figure he pulled out based on his limited experiences to prove his point. Until a formal study proves that the majority of corps members with a superiority complex do not later serve, it should be ignored.
