that's a clear forward pass. And a product of instant replay. Refs just don't want to make a call on plays like that. They would just rather let replay sort it out.

You could tell based off the distance the ball traveled in the air alone. Fumbles don't fly forward 15 yards with some velocity, even if they're punched out.
