Who in the world knows what's actually happening. So much of negotiation in that part of the world is public bluster while saying things different in private. It's all about saving face. Escalate to de-escalate is part of it too.

No I think it was more in line with the Secret Service saying they couldn't prepare in time for a VP level visit on such short notice. Vance gets way more security prep than the others and there are a lot of pre-planning checklists that have to get done on site and in region before he gets there. A lot of assets to move around.

Guns? 5 inch guns on most destroyers and cruisers. Some frigates and cutters have 76mm (3 inch) guns, or 57mm guns.

They also sometimes have 25mm bushmaster cannons mounted for interdicting smaller craft, and rail mounted .50 cal.

"Stop, turn around or you will be fired upon!" That's the warning. We mean it when we say stuff like that. After Operation Preying Mantis in the late 80s, should have known that. We didn't sink it...yet.

Probably because that Marine Expeditionary force that boarded it were not on the destroyer. They were probably a few hours away, so were in route when the destroyer disabled the ship.
