I've already stated this and others have as well but I think it's as simple as he knows damn well this is going to completely distract everyone away from his second term agenda. I think once he saw what they had he realized there is nothing in there that's worth going to battle over. As others have said weeks ago, I doubt there are "lists" of dirty deeds in it. It won't be that cut and dry.

Since there is no real ammo in it he just wants to move on. He knows once this becomes the main story again whatever momentum he had is over because anyone and everyone whose name is anywhere in that stuff will now be 100% dealing with that for the next several weeks/months.

Thus, this derails his legacy which they've been pretty open about his desire of cementing.
