Massie can not like it as much as he wants, but he's dead wrong on the constitutional question.
If he doesn't like a president having that kind of power, he's an effing senator. He should have been working to reform the War Powers Act to curtail this ability.

The Constitution authorizes Congress to pass laws. They passed the War Powers Act. The Constitution authorizes the courts to review and interpret the War Powers Act. They never declared it unconstitutional... yet.
An Authorization for Use of Military Force (AUMF) was passed almost immediately post-911 against "terrorists" (vague, right?) that served as the authorization by Congress to attack....terrorists -- that justified, I guess the Afghan war (we thought Osama was there, which he was, but he fled to Pakistan after Tora Bora).
