Sadly, this is what Trump meant. Anyone who has been in business knows both sides of a negotiation need to feel they received value for what they are giving up. Trump wanted rare earth minerals and Zelinsky wanted protection from Russia. The protection from Russia was not in the contract. Trump offered very little for the 1/2 Trillion of minerals.
