A lot of these remittances are already taxed, especially to countries not Mexico. The folks remitting overseas have earned the money in the US, paid taxes and are sending some of it home.
Where they are likely taxed again, depending on the country.
Somehow taxing these legit transactions doesn't seem like the answer.
