I think people are overblowing the house vacancies issue.
As long as the elections are held and the new members are seated before May, (so the budget resolution can be passed), then budget reconciliation will continue as it normally does. Budget reconciliation is the only vehicle outside of the executive and court appointments that Trump can make lasting change.
The "100 days" agenda is almost entirely EOs and nothing that requires full congressional approval. As long as the senate swiftly confirms appointments then all should be well.
