People dont usually pack those big sequined dresses like he likes to wear. Usually its business clothes or vacation type clothes. Something probably boring.

It's not about the money, it's about the link of stealing women's clothes. And as far as knowing what's in them, I suspect he stalks them at check-in and picks women near his size.
BTW, Google says he's 5'6", and he looks skinny. Doesn't necessarily need a big woman's stuff
