I think Elon genuinely wants to see this war end, he helped the Ukraine people with star link, now he thinks they can have "safe and free" elections ( where have we seen this before ? ) over those areas…. The problem is that Russia would only listen if the results were in their favor.. otherwise they would be right back doing what they are doing today .. That's not to say that the equipment they're using wasn't abandoned or captured.
The Russian and Ukraine army's equipment overlap perhaps, what, 75%? They have the same Soviet planes, tanks, trucks, apcs, guns, artillery and so on.
