I don't know the first thing about nuclear reactors but you would have a hard time convincing me that shelling a nuclear reactor does not cause a risk of a radiation leak

If Putin wanted to maintain infrastructure for a future RU puppet he would do exactly this. There is no need to control the power plant proper. Take down a transmission substation or a couple of spans of transmission and you have isolated the power plant. Take and hold those substation breakers and you can turn the power on and off at your leisure (with the correct knowledge). You can take out the interconnect to the plant if you want it offline. No reason to make electricity without connection to the grid.
