His labor market was shot before the war started, which was part of the point of the invasion...besides chasing nazis of course. It was made worse by the number of people fleeing conscription. Yeah, but could also make them much, much more effective. Think of having different flavors of them acting in concert. Give one or two an air defense capability, another one or two high caliber guns, and then have them protect a few suicide drones and/or rocket launcher drones. There's probably room for some kind of EW package, too. Russia would likely have to move to guided standoff weapons to avoid aircraft and small boat losses, making it much harder and more expensive to stop attacks.
