Yeah... An insurrection would be embedded within the general populace by definition. If you use something like F-15's or nukes, you're going to be looking a lot of your civilians on your own soil. That would be a political disaster and suicide. None of the weapons the federal government has are made to combat an asymmetric adversary, especially one they can't surveil or investigate by law.

US cities can't handle "unarmed" riots. They'd keel over at armed insurrection, and so would the federal government.
