Comey thinks he's on a mission from God. How else does one manage to piss off absolutely everyone, left, left, left, middle, middle and right and be completely oblivious to it?
When Lynch pulled her nonrecusal/recusal, Comey had one proper choice, submit his recommendation quietly. Let Lynch make the speech, make her the face of the debacle when the conclusion was no charges would be filed against Clinton.
Then when the Weiner emails were "discovered" (because the FBI had botched the investigation already) let Lynch take the heat, again. She wouldn't have alerted Congress but when Comey did, it would have been seen as Lynch's failing and obstruction, not particularly Comey's.
For such a Machiavellian animal as Comey has shown himself to be, he missed the opportunities served to him on a silver platter by Lynch.
